For a long time past I have been intending

to draw the attention of the Government to the Staff of the

Registry, which in my opinion is insufficient for the work it

has to do. Having referred to the matter in my letter to Your

Excellency of 12th. March, I thought the occasion: a fitting

one to make my long deferred report, and in order to get some

precise details I sent a minute to the Registrar a copy of

which is enclosed. The minutes of the Registrar speak for them-

-selves; they will doubtless cause Your Excellency as much

surprise as they did myself. They seem to be the natural but

unfortunate outcome of the position which has been assumed by

the Government towards the Chief Justice which forms the

subject of my letter of 12th. March. The Registrar's first

minute was written with the knowledge of the Colonial Secretary

to whom it was shown. It is astonishing to me that the Colonial

Secretary should have countenanced such a very crude breach of

discipline. I leave the matter with confidence in Your Excel-

-lency's hands.
